About Shan Exim

Shan Exim, based in Guwahati, Assam, is a visionary organization led by its CEO, A. K. Absar Hazarika, a retired Civil Servant and former Commissioner & Secretary to the Government of Assam. Shan Exim was founded with a mission to leverage decades of administrative experience and sectoral insights to build sustainable and impactful trade linkages, particularly in the agricultural, horticultural, and food processing sectors.

The organization is promoted by A. K. Absar Hazarika, an accomplished professional with a distinguished career in public service. After completing his studies from Gauhati University, Mr. Hazarika began his journey in 1980 as a Civil Servant. Over the course of his career, he held several critical positions in the Government of Assam, ultimately retiring as Commissioner & Secretary in 2013.

In addition to his service within the state, Mr. Hazarika contributed extensively in national-level institutions through various deputations:

  1. Regional Manager (NE), TRIFED – A Government of India enterprise under the Ministry of Tribal Affairs. Here, he worked for four years to establish market linkages for agricultural and horticultural products from the Northeast, including minor forest produce (MFP), across India and internationally.
  2. General Manager (Special Projects), NEDFi – At the North Eastern Development Finance Corporation Ltd., under the Ministry of Finance, Government of India, he spearheaded initiatives in organic farming, high-value aromatic and medicinal plants, essential oils, floriculture, IT parks, and skill development programs for local youth in IT-enabled services. He served four years in this role.
  3. CEO & Director of Operations, NE Mega Food Park – He was instrumental in commissioning the first and largest food processing industrial park in the Northeast, promoted by the Ministry of Food Processing, Government of India, and APEDA. Under his leadership, the entire infrastructure was developed and commissioned within two years.

Earlier in his career, Mr. Hazarika gained grassroots-level experience while serving in the DRDA under the Rural Development Department, where he implemented employment generation projects in collaboration with local stakeholders. He also served as Deputy Commissioner in three key districts of Assam—undivided Kamrup, Kamrup (Metropolitan), and Tinsukia—adding to his diverse administrative portfolio.
